What regulation states that a soldier cannot walk and talk on a cellphone?

I’ve looked into DA PAM 670-1 and couldn’t find anything.I’m asking because this was a board question and I couldn’t answer properly

AR 670-1, Section 3-6, a(2)(d):
"Soldiers will not walk while engaged in activities that would interfere with the hand salute and greeting of the day or detract from a professional image. Examples include, but are not limited to, walking while eating, using electronic devices, or smoking cigarettes, cigars, or pipes."

Walking and talking on a cell phone was company policy at Southern Nuclear Plant Hatch. It was addressed as a safety issue. I didn’t know if it also applied to chewing gum.

I think it's more like soldiers can only do one thing at one time. Not great at multitasking! LOL
