If a Soldier is on the MLI, is he/she required to still go to the promotion Board? I know the promotion information populated on the ERB and PPW says Eligible as long as they have all of the required requirements. Where can I also find this information? I have looked at the MILPER Message but it doesn’t really specify if they still need to attend a board.

It doesn't say it. Messages and regulations don't list all the things you're not required to do because there would be too much to list.
In this case, the message states you need to attend a board while in the primary zone in order to gain promotable status, and that MLI gain promotable status automatically without attending a board.

I've run into this twice so long as this soldier has BLC and point they will get promoted. If the soldier has yet to got to BLC they will need to submit a packet to the school house and they will be out towards the front of the OML.

There is no board appearance required once you meet the guidelines for MLI. As soon as you meet the TIG/TIS requirements, you will automatically become promotable. I know from personal experience and that of other Soldiers in my unit.
