SMP non scholarship state transfer?

Talk to future school's ROTC recruiting officer. He/she should have info about regulations. Along with your military status, remember that your academic status also determines MS level since your credits may or may not transfer to new college.

This is an interesting question that I have not dealt with before. My recommendation is to stay in place, honor your contract, and graduate on time. You are little over a year from commissioning. There are a couple of things I know for sure. First you have to be in a full time status as a student to be a contracted cadet. Taking some classes online may not put you in that situation. Second, you are enrolled as a cadet at a specific institution. So you would not be able to take online classes at your current school and do ROTC at a different school. Third, as MAJ Chu and COL McClellan said, transferring schools does not mean all your credits would transfer. So this may affect your graduation date. Again, I would say that you made a commitment to the Army and your ROTC program and you should live up to that commitment.

The school you are talking about would also have to be affiliated with Army ROTC, AND - to be an MS3 you have to be a full-time student, not just talking "some classes" and your 104-R would have to show that you were on-track to graduate on-time for commissioning.
