I spent 3 months in support of Operation Enduring Freedom (Afghanistan) and 5 months in support of Operation Inherent Resolve (Iraq). I was wondering if I can combine those two deployments in order to be eligible for an overseas service bar. I looked in the regulation as far as being allowed to combine combat deployments in order to reach that 6 month period and includes Operation Enduring Freedom but does not say anything about OIR. I was wondering if the regulation is slightly outdated and OIR is included in this stipulation.

Yes you can, and any partial months on either tour is considered a whole month for calculating OSB.
Reference is AR 670-1 para 19-28.

AR 670-1 (dated 25 May 2017) Section 19-28 paragraph a(15) discusses OIR as eligible. Also, paragraph A states you can combine the time
