Military Schools and How it's Decided Who is Sent

I was RSTing at a Sapper Company in PA to see about joining their unit. Unfortunately they said that they could not except me due my distance from the unit. I do however, like their system on how they send people to military schools such as airborne, sapper school, air assault, etc. They would hold events throughout the year such as ruck marches, pt tests, runs, etc and score you based on how well you do. Then they make a list from most to least in points. The first person on the list is then offered a slot at a school whenever it comes along, but if they do not wish to go to that school then it is offered to the next person on the list, and the next person, and so on and so forth. What do you think of this, do you like it?

An Order of Merit List is definitely a great way to manage who goes to school. As a published document, it also serves as a motivator to those that are not as high up on the list as they would like to perform better. The criteria listed should not be primary (except the APFT) but should definitely help determine tiebreaks are priorities based on Commander's intent and 1SG guidance.
