if you have orders to pcs to another duty station but have orders for deployment can you be able to get your assignment orders defferred?

my husband has orders to pcs well on assignment to fort hood. but he ended up getting those orders a couple days after he got deployment orders. is he still able to get on the deployment? can he get his orders defferred and if so how long does it take to find out about defferment orders?
