I had ACL reconstruction surgery in 2017. It’s been since June of that year that I’ve passed a pt test and I’ve been on and off profile multiple times. My knee doesn’t seem to want to heal. My unit hit me with a counseling for recommended 5-17 chapter and gave me 30 days to train to pass a pt test coming feb 2019. Can I still have a temp profile or a permanent profile to avoid this chapter and still take the profile oriented pt test?

After all this time, I'm surprised you haven't faced an MEB yet. You can try to see if your Provider will give you a Permanent Profile. If they do, you can try and pass the test and hope that the Commander will rescind the Chapter paperwork. However, there are no guarantees of any of these things happening.

A 5-17 is given when the conditions don't meet the requirements for a med board, such as lingering pain.

SPC (Join to see) - As I understand the policy, a permanent profile does not interfere with the "deploy or get out" as long as your permanent profile is within the standard of being able to deploy. I say this because I have a permanent profile and I just got back from a deployment.

Did the injury happen while you were in the military? If that's the case, then you may have a case for some type of medical discharge where the military is paying you something.

Other than the APFT, what other military duties are you unable to perform?
According to your post, it seems that you have been on and off profile for over a year. How long do you believe is a reasonable amount if time to permit you to rehabilitate?
Your post indicated that you believe your knee isn't healing. How long do you believe you should be permitted to remain in the service and not be able to perform all of your military duties?
Your best source of information is JAG TDS.

1SG I believe that I should remain in service so long as I show improvement and will to improve and drive to carry forward. I would understand if I showed no effort.1SG (Join to see)

SPC (Join to see) So, you believe you should be permitted to remain an indefinite period of time? That's not realistic, and it's not necessarily what is for the good of the service.
You stated that you're not healing, and that you've failed one APFT because you were sore from a run. Is it just as likely that you failed because you are no longer able to run, and, to date, after nearly 2 years, your physician has not recommended a permanent profile.
Have you discussed a permenant profile with your physician?
To reiterate, uou need to talk to JAG TDS, but you need to think about this realistically.

I have spoken to my physical therapy about a permanent profile before, more specifically they talked to me about it, but I thought that my knee would have healed before any of this would have became an issue 1SG (Join to see)

Well, looks like you need to get on that permanent profile before your next APFT, or get your TA50 cleaned for turn in.
