Force structure losses; how should communities engage the DoD in these discussions?

So local Fort Carson Leaders and Pentagon brass want to know how Colorado Springs feels about the potential to lose 16,000 Soldiers from their community.....I would venture to say that they are not going to be happy about it, it has a economically impact at the very least, and a social impact as well. With those 16,000 Soldiers, there comes dependents who probably support the local community as well.
But, why is the first we have heard of leaders asking the community what they think about losing Soldiers, why hasn't this been done for other force reductions. And if it has, what makes this so publicized?

My thought on this...you think Bragg and Campbell aren't going through the same thing????
And honestly, do you think Congress cares that some little diner might lose a bunch of customers....

I live and work at fort Carson and can definitely say that the decrease will have a huge impact on Colorado Springs business. Especially b street area.

I know communities have voice their concerns when bases showed up on list to be considered for BRAC.

TSgt Joshua Copeland But yet, we never hear about it. I wonder if the forces that be take into consideration what the reductions / BRAC does to the great community. In this recent defense bill, there was something like $120 Million set a side for unwanted M1A1 Parts (Army openly said we didn't need), yet some congressmen whose community would be affected pushed for it. What's the difference hear about how these reductions affect the great good (jobs, support, volunteers, etc).
