Can a branch manager hold you back from reclassifying into an application MOS 79S?

Ive been the retention nco for my battery for 4 months now. Iam looking into submitting a packet after I complete the career counselor resident course in june. My question is can a branch manager hold me back from reclassing if my mos is understrength?

If you already have a seat at the Career Counselor course in June, then you've been released. There is no packet to submit after the course..
Also, 79S has a special exception to allow under strength MOSs to reclass into it. You can still he denied, but your MOS needs to be seriously understrength.
However, if you have a seat in the class, it's already been approved.

Yes, the needs of the service not the SM. Tho you can question which is shorter or more important to Branch.
