How can I get paid for my accrued leave upon getting discharged?

I was discharged on July 14th of this year after failing to meet my final PT test requirements after completing AIT. Since I was considered active duty for more than 6mo, I was discharged under Chapter 13 - General Discharge (Under Honorable Conditions). It's been a source of embarassment and shame for me, which is why I've been so hesitant to ask this question. Especially since I feel I've wasted enough of the Army's time and money already. With Christmas rolling fast around the corner though, that extra cash could really be of help right now, though.
Before I go any further, I would like to point out that I am National Guard, and that seems to have complicated this matter.
Upon discharge from FLW, active duty component members received their DD-214 along with however many leave days they'd paid to them. When I was discharged, I received my DD-214 releasing me from active duty, and placing me under the command of my home unit (Whom I've never had contact with at all). I was told to report to my RSP unit, and finish my discharge there, and they would handle my accrued leave payment at that time.
When I reported to the civillian that apparently handles these administrative matters, she knew nothing about it, and asked me to produce an LES stating I have these accrued leave days. Well, sure enough, come my final LES, and they have the leave days I stated. So she said she'd look into the matter and give me a call when she learns something. Well, a couple weeks passed, no word, so I called her back, but apparently she no longer worked there. So I spoke to the new administrative assistant (or whatever she is), and she said that the state still had to process my discharge and I would be paid my leave then. Well how long would that take? Apparently the state was waiting for the fiscal year to be over, and that would end in October. Sure enough, october comes around, and about mid month I receive my NGB-22. Great, maybe I'll have a pending deposit in my account soon.
Well, here we are in December. Nothing. Absolute silence. I have no clue who to talk to, to inquire about the matter anymore, since the administrative assistant either isn't answering her phone, or isn't working anymore.
Can anyone offer any advice on this matter?

UPDATE: I spoke to someone at my RSP again, they directed me to DFAS. Apparently my leave has not been processed because “HBL DA31 NOT RECD LEAVE CASHOUT NOT PROCESSED”.
I suppose now I’m supposed to speak to somebody about getting a leave request form approved?

I had a similar matter when I did an ADOS tour. I called the finance office over and over and was told they would work on it. I was patient but persistent. At some point, they stopped calling me back and I felt like that way had run its course. I called the IG, explained the situation and showed them my LES, and very shortly thereafter, I got paid. I told them I was satisfied (wasn't trying to get anyone in trouble, just wanted the pay), and that was that. Hope that helps...

Thank you for the advice, Sir. I may just go about finding out who the IG is and take that course of action. I didn’t even think about the IG.
Also I am very much so considering going back in. I only failed the 2mi run by 30s, and by the I’m allowed to reenlist again without waiver, my age will make that a passing score (as long as I maintain and improve my current fitness). My recruiter has been pressing me on the matter alot actually (because he can get me the waiver to allow me to join after 6mo), but right now I have alot going on. Definitely still on the table though.
Also I am very much so considering going back in.
