Can a unit move an NCO to secondary to give a school to another NCO just for them to gain the MOS even though they know they will be in excess? Wilk it affect the primary holder of the para/line? I find it unethical, am I right on this?

The excess Soldier does not affect the primary Soldier in the para/line.
The Soldier coded excess is not eligible for a bonus.
If your state is at or above 100% on this MOS, and there is no reason for the NCO to get that MOS other than personal preference, there may be an ethics issue.
Creating an excess of NCOs in an MOS is an issue if there are E4's in that MOS eligible for promotion.

Exactly what I thought, they dont wat to provide in writing that i will get the primary slot back. So I'm trying to find the best way to proceed.
