we already have a Space Command, headquartered at Peterson AFB, Colorado. why not just expand on their mission?

I really don't think there's a void. As SrA John Monette says, we have a Space Command, and we could just expand that. Complete reorganizations seldom solve the problems we think they will and often cause more bloat in resources for little added gain (such as DHS for example).
