National guard member in Germany transfer to reserves?

I am a national guard member accompanying my active wife in Germany. I am on her orders to be here but have been transferred to a new unit back in the states while in Germany. My new commander is threatening to give me a less than honorable discharge due to the fact she is not obligated to uphold the agreement I had with my last unit. There aren’t any guard units here and my ets date is in February of 2019. Is there anything that someone may know in regards to a situation like this? I was told by a reserve E7 that he went through the same thing and that there is a regulation that allowed him to switch to a reserve contract. I am not sure if that is valid but I would consider it if it was. I worked too hard to get where I am in my career and would much appreciate some insight on this situation

Requires a conditional release on a DD368 and DA4187 to be released from the ARNG in order to enlist into the USAR. If you have sufficient MSO (Military Service Obligation, at least 1 year IRR time) remaining after your current ARNG contract ETS, a retention NCO (79V) at a USAR unit can complete the transfer pretty simple. Its called an IRR transfer. You are carrying over your MSO to the USAR. Otherwise, you have to go through a recruiter and MEPS, once granted a release on an approved DD368 and DA4187, as a full blown enlistment.
