AR 600-8-19:
Section 1-15, paragraph B: Promotion to SPC through SFC requires the clearance eligibility required by the promotion MOS or an interim security clearance at the same level
Section 10-20, paragraph E: Regular Army, U.S. Army Reserve and Army National Guard (interim clearance promotion). A Soldier is promoted using an interim clearance but final clearance is not granted, for any reason. This Soldier must be reduced or reclassified into a position that does not require a clearance. This includes National Agency Checks that come back unfavorable, when it is a condition of the promotion

So my question is why would HRC promote me if all my stuff wasn’t straight just to take it back a month later

SGT (Join to see) - That is a very good question. One, unfortunately, that I cannot answer. This looks like a job for your S1 to figure out, or send an RFI straight to HRC.

SGT (Join to see) - my question is why not reassign you to a position that does not require the clearance. that way, you won't lose any money, hopefully

I was wondering the same exact thing and it just not making any sense to me to be promoted in the first place to get it taken awaySrA John Monette

Your MOS requires a clearance, so if your clearance had issues when you were promoted, you were not qualified in you MOS which is why the promotion was rescinded.
On top of that, if you aren't able to fix your clearance you will be mandatorily reclassed.
