Does anyone have knowledge of history feedback on the Navy Test Manning Active ship with a 80 20 Crew?

I wish I could help you. It’s sounds like a great program, but I know nothing about it.
What I do know is that the Air Force has commingled the active and Reserve side for many years now. The AF has many active/associate units. Meaning Reserves flying active duty aircraft, active flying reserve aircraft, or a combination of active/Reserves manning the same unit.
The Air Force also has many IMA’s (Reserves assigned to active duty units).
