Should promotion boards be held quarterly rather than monthly?

As we all know, promotion boards are held monthly, which in my opinion, is too often. It has been obvious that just because there's a promotion board, that what matters is quantity, rather than quality.
We tend to send Soldiers just because they are eligible rather than earned. If promotion boards are less frequent, it would give more time to focus on who's proven themselves in more time.
I've seen several units send more than what they've wanted due to the CSM not wanting to waste their time on less than 5 Soldiers going for promotion, which goes back to quantity rather than quality.
Having one board every 3 months would also help the HRC managed promotion list shrink, which you see growing in some MOS's, in the thousands.

No. Different Soldiers are ready at different times. Not to mention OPTEMPO and other distractions.

When you say "We tend to send Soldiers just because they are eligible rather than earned"! Am I to assume you gathered your facts by soliciting input from units all across the Army....or is this based on your own opinion in the battalion in which you are currently assgined!
I'm not saying that there are not organizations out there whose leadership is lazy about it's preparation and selection of Soldiers they send to promotion boards, but I would say it's the exception to, rather then the rule.
As for one board every 3 months, I would love to hear your well thought out reasoning behind this and how you came to that conculsion on how to fix the Army's promotion process after all these years now that you've determined the process is mismanged.

I am not saying it's mismanaged, and I'm also not stating I have it all planned out and understand it all.
I definitely have a lot to learn, but from what I have gathered over the years, not just one unit, is that an idea to prevent "pushing" incompetent Soldiers to the promotion board could be having them less so PSG's and 1SG's are not getting blasted by the CSM about why they are not sending any Soldiers.
I've seen this on enough occasions, that's why I think it's an issue. May not be army wide, but I cannot imagine there being a major difference as a whole.
Obviously my idea isn't going to change the army's promotion system nor would I expect it to.

I ask you to look at a AAA-294 or AAA 117 report before deciding whether a board should be held or not.....I am pretty sure you will be surprised at who is eligible and how long they've served. Is it right to tell them to wait (up to) 90 days for the next promotion board?
This brings me to one of the biggest problems we face, the lack of promotion/developmental counseling. If we do this successfully and challenge them to improve their performance, we will have a Soldier that is better prepared and more ready to assume the role of a leader. This is at all levels - our Junior Enlisted Soldiers deserve a monthly performance counseling which includes the requirements for them to be considered for promotion, it is the immediate leaders responsibility!
We are responsible for growing our future military and stagnating the promotion system does not help whatsoever!
