Can points for training be fixed for retirement?

My father retired after over 22 years active duty. My grandfather was a POW wwii (94) years old. My fiancée finished 20 years and many active duty time plus now reserves. They are now saying he is short 18 points in 2004 because they sent him to trading for Iraq in August instead of July. Can this be fixed? Thank you tmb
