Can anyone shed light on this new opflash order USAREC just sent out?

I was told my packet is on stand still until the message about opflash2018-12 is put out. Can anyone tell me if I just wasted a year of my time?

There is a new USAREC message that came out about an hour ago clarifying waiver authorities and categories. I would need to know the exact situation to say more. Not sure why a waiver would take a year. Feel free to send me a message and I will clarify what I can.
