Can a prior-service Marine join the Army and then go SF with a 3 in his PULHES?

Can a Soldier join SF with a 3 in his pulhes? The 3 on the pulhes was for concave chest when he first join the marines. He got a waiver to get in the Marines and then 11B in the National Guard.
