Is there a workaround with orders denied for EFMP with a BAH waiver?

I was denied orders due to EFMP. The training is 44 weeks long. I am willing to leave my family for a year to attend this training. I did it for deployment, I don't see how this is any different. I don't need special pays, family separation, and I am willing to go homeless for a year to go to training.
Is there any reason why HRC or G1 wouldn't see my EFMP status and push out an email stating what I need to do, if I can do anything? Can I do anything?
I thought I figured it out, after speaking to both departments directly, and several, civilian and military personnel at my current post. The problem is I cannot process a BAH waiver without orders and I cannot receive orders due to EFMP. I've been dealing with this since the end of February.
I cannot be the only soldier out of 487,366 that has this issue or ran into this situation.

As with every policy there are benefits, which also have some consequence. The program is intended to protect Sokdiers and their Family’s from undue separation based on a Family medical issue, such as being assigned to areas that cannot support such issues. If this is required training and you Familyvis otherwise covered where they are currently situated a waiver is possible. You just need all three entities to get involved with you and your Family. There are options such as a return assignment to your current base, followon assignment that would support both your current MOS and future assuming this school is a reclass. In any case CSMs are very Davy in these situations and have contacts in every organization. Ask to speak with your CSM and solicit his or her support. Thank you for your service.

You are able to request an unaccompanied your for the training. Thank you for your service.

EFMP is approved based on the availability of doctors at your new location to treat your dependent/s. You will continue to receive BAH based on the Zip code of your family members. Orders will be cut for the Soldier, even when the family is desapproved for EFMP.

SGM, I don't know if you did something, but all of a sudden things went from mark time to double time. I am an old soldier and I spoke to my wife about the situation months ago. We were willing to go unaccompanied a long time ago, it's the process of getting there that was convoluted.
All I want is this job and progress in the path I should have when I first joined.
