I recently did a voluntary withdraw from Army ROTC to pursue an active duty enlistment into the airforce as an E-5.

The problem as me and my recruiter found out, is that my contract says I am uneligble to enlist until I am released from the ROTC program.

Following recommendations from my OSM I ETS'd from the army to expedite the paperwork. Being that i have ETS'd what would happen if I tried to enlist without the verification from ROTC that I have been removed from the program?

The main issue is whether or not you are still on an ROTC contract. If you signed a contract with ROTC, it is not as simple as volunteering to withdraw. Like anything in the Army, there is an administrative process and steps have to be followed to make sure both you and the program are protected. These steps can be tedious and one mistake can cause Cadet Command to kick the packet back. So you should check with the ROTC program to see if they have completed the disenrollment.
