Annual anxiety check, is it a new method of draw down?

After every major conflict the US has a draw down of our military. "Ending" combat missions over seas means draw down time is here. Your thoughts?
1) good or bad time to draw down?
2) anxiety checks to come, a new draw down method?
3) are we sure Russia, Iran and China are no threat? (Or anyone else for that matter)

I'm not sure if it's a good or bad time to draw down, but I do think they utilize anxiety checks to assist with draw downs. No, I'm not sure Russia, Iran and China aren't threats. Lately we've been battling a lot of domestic terrorists more so than foreign.
