Failing NCOES and keeping rank/leadership position

If a soldier was promoted to the rank of SGt before WLC (Warrior Leader Course) was a requirement for promotion for the rank of SGT, then attended WLC but failed the course due to Weight and Tape/or Apft, should they maintain that rank or be reduced in rank? Is there anything in the regs covering the topic? Should they be able to maintain a leadership position (I.e. team leader)? What's your thoughts on the topic

well there is a few issues here. His unit failed him by sending him to the course and not doing weight and tape and a PT test. My unit does weight and tape on questionable people 3 or 4 times and they get them 2% under to be safe. Now a PT test failure is another issue. We give are guys a test with in days of going to make sure they can do it. It looks bad on the Soldier and The Unit to send someone that cant do something as easy as a PT test. Now being a team leader he should have never been there if he has all these issues.
