How does HRC create SLC OMLs and then slot people for school? Is this a list that goes hand-in-hand with the board results?

Thanks for your response. so this upcoming list will have sequence numbers for all the selectees? the reason I'm asking is because the MSG list that came out a couple of months ago had the word "selected" next to the people chosen for E-8 instead of having a sequence number.

Thanks for your response. That's interesting because it used to be the opposite. They used to deny Non promotable SSG because they needed to front load the ones that were promotable. I wonder how they will slate the people from FY 18 board. Do you remember when the SMA raised his opinion about promoting based off of performance and not TIG? It looks like all these changes came from that...

I wasn't talking about specifically about STEP. That's one part of the equation but the other side is the change about how sequence number are getting assigned now. In reference to your last statement, promotions are based on performance or how else you think people get promoted in the Army?

I was referencing to an article that was published about how the sequence number system works where you as a guy that gets picked up in secondary zone end waiting to get pinned on the next rank almost a year because of the whole TIG thing.

SGT Robert Johnson The STEP program wasn't designed to address the issue of how HRC slots for NCOES. I have no idea how they manage the slotting for BLC or ALC, other than placing the Soldier as they become promotable. SLC is done by sequence number to help mitigate Senior SSGs being promoted after their juniors.

STEP was designed to ensure that leaders were getting the proper education through the NCOES prior to them actually being given the rank. It's flawed being that you still end up with Soldiers serving in positions of the next higher grade due to shortages of personnel in the appropriate rank for the position.

Promotions based on performance was proposed by SMA Dailey, the current SMA. It honestly makes the most sense, being that who cares if Soldier A has been a SSG for 8 years, if Soldier B is more proficient and more capable of doing the job. I just don't see how it could be brought into effect because how would you determine who is more qualified? Written tests? Graded field exercises? It's just a difficult to come up with a fair assessment.
