I'm a little late in posting this, but this will likely add another dimension to any non-proliferation goals that world leaders may have had, as well as addding another dimension to US maritime security concerns. http://www.bloomberg.com/news/2014-12-08/china-takes-nuclear-weapons-undersea-where-prying-eyes-can-t-see.html

Nothing unusual here. The Chinese have been signalling their intent to achieve this ability for over 50 years. We now have 2 major powers and 2 smaller powers with abilities to reach out and mess up our day with nuclear weapons.

PO1 Medley, you are absolutely correct and while they are strengthening their military, we are reducing our own. This balance of power, shifting to China and Russia, who have recently signed a pact, put us in jeopardy of them launching a first strike. They believe together they can hit us so hard we will not be able to retaliate and do great harm to them. The best defense is a strong offense and this administration has weakened us militarily to the point we are not feared like we once were. We must have a powerful military to deter threats from these powers, lest we lose our nation.

The Russians have been biding their time and China as well. Downsizing during a crisis is so blatantly dangerous..
