Ok, the Question is should reserve soldiers ( not AGR) be responsible for submitting their own Authorizations and Vouchers or should it all be done for them ( like everything else) by some one on the full time staff?

SFC (Join to see) Good question. Maybe some fulltimer 42A's can answer. I'm sure they have a lot on their hands, but a lot of guys on the RC side forget how to do DTS because of the long time between filling it out. In short, they mess it up. I have a powerpoint of it saved just for reference.

I'm tired of how TPU soldiers are babied and have everything done for them. In our unit only a couple of full timers do it even ECS and AMSA employees who use it for the civilian side. I don't think the training NCO, MotirSergeant or Human a Resources NCO should have to be left holding the bag for someone to lazy to sign in to DTS.

SFC (Join to see) No doubt. It goes back on how do we keep everyone up to speed on correctly filling out paperwork. Should a class be taught after a big exercise on how to do DTS? Should it fall back on the Squad leaders to make sure their Joe's are squared away or just let it lay with the individual soldier? And it's not just DTS; it's other programs as well.

The approval chain often does not know what they are talking about and the member must, in turn, train them - it is the soldier's responsibility to be informed. Hence, the following: I think reserve members should be able to do their own DTS, provided they are compensated (if completed outside of normal drill) for the time it takes to bounce up and down the approval chain, research the regulations, and provide supporting documentation. Otherwise, whoever asked the soldier to complete the authorization/voucher is in violation of 31 USC § 1342, Limitation on voluntary services, (part of the Antideficiency Act, Pub.L. 97–258, 96 Stat. 923) - punishable by fines, imprisonment, or both.
