How do I determine if I qualify for a second Overseas Service Ribbon?

On February 9, 2010 I reported to Germany. A year later, 2011, I deployed to Afghanistan. After a 12 month deployment I returned to Germany, 2012, until PCSing on June 2, 2012. So, my total time in Germany would equal 16 months and my total time in Afghanistan is 12 months. Does this mean that I would qualify for 2 OSRs or just 1. Got into a debate with a couple S1 clerks while I was cleaning up my ERB about whether or not I should have a second OSR. Anybody have an answer to a question that I'm sure has been asked more than too many times on here?

The actual answer will be whether you have earned tour credit for the time in Germany, considering the break in the middle to go to Afghanistan. 9 months consecutive is enough for short tour credit in the 'stan.
My read of AR 614-30 would be no, since you did not have enough time in Germany (non-consecutive) in order to get a tour credit there.
You should have one OSR.

Thanks 1SG. Just the kind of answer I was looking for. Bottom line and up front. Now I know and I can stop getting in debates with S1 and worry about more important things again. I appreciate the response and information.

Your answer is in the HRC FAQs....specifically question #4
Q4: I deployed to Iraq or Afghanistan from an OCONUS duty station. Am I authorized the OSR for my OCONUS tour and for my tour in Iraq or Afghanistan?
A4: Yes, when a Soldier is serving OCONUS on a prescribed tour and is deployed OCONUS on TDY/TCS status. The original prescribed tour is not interrupted and the Soldier may receive credit for two tours provided he/she is awarded tour completion credit for both tours.
The way I read it is, that if you have Germany and Afghanistan, you have been given tour credit already.
