I told my recruiter about a surgery (from seven years ago) but he misunderstood the final results of the surgery and is insisting on a medical waiver. Does that put me in some sort of system if I wanted to try another recruiter that will understand there are no lasting physical changes because of the surgery? Or will I be forced to wait on a medical waiver that is unnecessary even per a doctor I then paid to make sure.

Having the past surgery itself is the reason you may need a medical waiver. This is to protect the Army in the event your pre-existing condition is worsened by military service and so a doctor at MEPS can review your medical history prior to clearing you to join.
Don't sweat it too much. This is pretty routine.
I myself needed a medical waiver after blowing out my knee playing HS football.

And to answer your question, yes recruiters can communicate amongst each other.
