Can we wear Condor multicam waterproof softshell? Is it in accordance with AR 670-1?

In my unit, anything issued to you that is ACU or multicam, no matter the brand, is authorized. In other units, they will limit you to what everyone in third population has. This is for SOP purposes. If you are wearing something different, not only do you look different as in possibly an infiltrator, but also, basic items might not be in the same spot. So when I'm going to get your IFAC, and it's not where everyone else's is because your condor protective gear doesn't have the loops in the same spot, now I'm going to spend precious life saving time looking for your crap. Should only be a few seconds, but a few seconds could mean a lot.

Unfortunately I cannot find clear guidance in AR/DA PAM 670-1, however when talking about cold weather gear, only ECWCS is mentioned, so I would err on the side of caution and assume that if it's not a part of the Goretex ECWCS line, its a no-go.

Have you asked your NCO support channel? They should be able to give you clear guidance about the Army reg, and what your in it will allow you to do.
