USA Jobs, Linked In has been a good resource, and networking contacts. I am lucky- been a reserve or guard tech my whole career other than the 4 active years.

When looking for open positions, I use indeed.com and I have also attended Meetups. I actually got a job through a meetup. In applying to positions, I have found that giving my resume and supporting materials to a specific person (not the Human Resources department) is vastly better than submitting something through a company's career opportunities website. (Career opportunities websites seem like the black holes of the job search universe - nothing, not even resumes can escape from them - whatever goes in is never seen again.)
Getting a resume in front a decisionmaker who understands what's on the resume and what they need for the open position is better than going through HR. Also, the person you give a resume to will frequently be motivated to get your stuff looked at b/c they are usually eligible for a referral bonus if a new hire works out well for the business.
