Do I have to wait for the next board, next year, next fiscal year? Thank you for your time and knowledge.

Thank you. I could not find this searching in google. Just to be perfectly clear, because I couldn't read the outsides of the text, it's 12 months after the second time, correct?

If you go to the Warrant Officer recruiting webpage:

http://www.usarec.army.mil/hq/warrant/

it should give you all the answers you need. The ‘Faqs’ tab has specific answers to commonly asked questions.

But yes if your packet gets looked over twice, then you have to wait 1 year before you are eligible to reapply.

I noticed your profile says civilian. Are you applying to the WOFT program for new recruits or are you an enlisted member who is applying?

Civilian sir. I know my chances of being picked my first time aren't great, but I will enlist in an Avaition series to boost my packet if i get declined.

Just so your tracking your packet process is different then an active duty member. I am currently going through the process myself so i can speak as both a recruiter and active duty service member going through the process. Your packet will not automatically go to the next board. If you are not selected you will most likely not be able to find a recruiter who will help you do a woft packet again unless you gain new qualifications. I wish you the best of luck and hope to see you on the other side flying.
