Does your use or lose days get taken away from your regular leave?

If you are at 60 leave days, and have 20 use or lose, that is very likely saying that by the cut off date of 01 OCT at the start of the next fiscal year, you are going to have 80 days, and will lose 20 of those because you are not under 60 by the cut off. So those 20 days are those you will accumulate, and simply lose if you don't use them before the fiscal year rolls as you can only carry over 60 into the next year.

If the number of your regular leave days exceed the maximum amount, then those are considered use or lose. Once the deadline passes and you still have not used them, then those extra days beyond your maximum allowable are taken away

I get that, but say I have 60 regular leave and 20 use or lose. I take 20 days of leave, would I have 40 regular days or would I still have 60 regular days?

That number is generated based on how many days you'll lose at the cut off if you don't take any from now til then. so yes. if you take 20 days. starting today, you'll be at 42.5 (gotta count how many you'll earn by next months les).
