If a soldier is required to reclassify, can that soldier select a duty station?

Current 25u but have to reclass due to surgery. Husband is selecting 31B since he has a forensic science degree. Question is those he get any saying in the duty station?

No. He is not authorized to request any duty station. He will attend training TDY enroute. He will receive his duty assignment 60-90 days prior to his class start date.
He can't call his branch manager because he will no longer be that MOS. He can't call the branch manager for the new MOS because he is not that MOS yet. Reclass branch handles the reassignment and they will place him at the location he is needed most.

Thank you SFC. Do you know How would I go about moving the family if I go TDY enroute and I don't know the duty station I will be assigned to? Sorry this is my first time doing this and I am cofused.

You'll get your assignment 60-90 days prior to your class start date. They will discuss your options to move your family at the levy brief. The easiest way will probably be to go TDY enroute with return to home Station authorized in order to move your dependents
