If the government shuts down, how will that affect Reserve units and their battle drills?

Just my thoughts; if the unit does not drill that month, because of the government shut down, they will probably have to make up the drill weekend the following two months, as MUTAs.

They tend to shut down do to lack of funding. Get with your COC for your marching orders.

The Reserves will shut down when there is no budget. Orders will be denied or canceled unless already pre-budgeted.
