Is AFS waiverable For OCS?

I know the question was asked, 2 years has passed since then. The question is TIS of 6 years or less still stand as the requirements or less then 10 years? Some say there is a MILPER message that states less than 10 years? Can anyone verify?

Under 10 years is the Rule of Thumb.
