Why does it take so long for NGB to respond to a waiver?

My recruiter told me my waiver will Be processed from NGB in less than 2 weeks but it been over a month. He submitted it once and they sent it back requesting more information within a few days but not haven’t heard anything from them. Can someone please advise me what could possibly be taking so long for NGB to respond to my waiver again?

Man, my waiver has taken almost a year. MEPS requested a pre-waiver just to be able to go to MEPS. After which I will need a waiver to rejoin. Just like every other timeline in the military, you can rely on it as far as you can throw it.
