I am currently attending BLC and my current MOS (88K) is CLI so I will more likely than not get promoted 1March. I was hoping to reclass soon because my DEROS is 28March. The MOS I want is accepting both SPC and SGTs.

Yes you can, and possibly will. In fact, it's part of the statement you sign when reenlisting for training. It's in AR 601-280 Appendix E-3.
In top of that, if you're OCONUS the class date for the MOS you want has to be within 60 days of your DEROS. Plus when big army pays for the training you will PCS and receive it enroute. If your DEROS is this March, you probably don't have enough time to get the job you want.

If they’re accepting SGTs then you are fine you will not lose your rank. Also I knew someone from another unit that made points for SGT while he was in AIT reclassing and he showed up to the unit as an E5

If they accept you, I don't see why you getting promoted would disqualify you unless the job is specifically for an E4 and no one else. Did someone tell you that could happen?

This is what my retention NCO told me.
"D. If a change in the Soldier’s rank or PMOS occurs before movement to the course, confirmation of attendance must be made. If the Soldier is no longer eligible for course attendance or assignment because of change in rank or PMOS, the Soldier will be assigned according to the needs of the Army."
