How do you approach a promotion within your Annual NCOER? SGT to SSG?

It really depends. You can mention what performance led to the promotion, or what position they/you came out on the list (ie "o was promoted to SSG as #1 on the list, with exceptional dedication to duty, superior performance, and constantly seeking self-improvement through additional training"). Or you can identify performance as a new SSG.

With that being said, If I were to make cut off in Feb, and my thru date is March this would be my first NCOER as a SSG and would be rated against other SSG's although the majority of the rating period I was a SGT being rated against other SGT's? Just kind of feel like its a tough spot to be in is all

Unless you are a superstar, or there are other non-performing SSGs, I would expect to be rated around the bottom of the pack. It is just the reality of the new system.
Don't worry though, the boards (when you start looking at SFC) take that into account. The NCOER can still be written in a manner that reflects great performance even if you are ranked 5/5 or 4/5.

If in the event I make cut off to SSG in Feb, as my NCOER thru date is March, this NCOER would be a SSG NCOER instead of a SGT NCOER. Therefore I would be competing against SSG's although the majority of the rating period I was competing against SGTs?

SSG (Join to see) "back in the day" when I was senior rating they did not have these profile limits, but yes then you would be competing with other SSGs. That has been my issue every time I have been promoted as I am generally halfway through my rating period when I get promoted.

I'm just glad that I've already been performing at the next level, because with the new evaluations if your not, its going to be a rough day for you when your see where you rank among your peers. Thanks for the feedback.

SSG (Join to see) - yeah it is always interesting to see how your superiors rate you. I know some rank based on "if you need it" for the next board or someone else does. I figure that way everyone is going to need one top block right before a board because they got screwed over the last several evaluations to push people through that didn't earn it. But that is just my opinion and I would never give an evaluation on that. If you earn it I will give it to you if I have the profile, but if you do not earn it you just helped me with my profile (aka the way the system was designed for, in my opinion).

I am asking because if I make cut off to SSG in Feb should my NCOER get closed out in Feb? The thru date of my NCOER is March 8th.
