The Navy does it every year for all E6 to E7 promotions. It is rare, but not unheard of on the officer side for the other services.
Should Frocking be the standard for enlisted?
Should it be restricted only for going from one tier to another (Jr Enlisted to NCO, NCO to SNCO)?
I know in Big Blue, for assignment and HYT purposes they "treat" you like your selected grade without wearing it (or getting paid for it). That said, you often hear "you have a line # for XSgt, we are going to treat you like an XSgt."
