How long does it take to create an excess slot on the UMR from HRC's point of view?

Depends.
Are we talking about creating a position by changing the MTOE? That is a review that is done annually at the GO level. You'd be waiting a while.
Are we talking about simply putting you in a position where you are qualified, but excess? That is a simple matter of assigning you to a double-slot, and is done routinely in most units.
Are we talking about actually assigning you as excess in a 9993 (or other 999X) position? Also, easily done at the company or battalion level.
*EDIT*
Seeing your other question, I surmise that we are talking about authorized AGR positions, which is a bit more complicated. Positions coded for AGR are set by HRC on the MTOE, but authorized at a lower level (usually MACOM) for actual assignment of personnel. You may be encountering this issue as one company had the correct position authorized but another did not, causing you to be assigned to the authorized position.
A request of this type will need to be dual tracked.
One will need to go through the CoC for endorsement up to the MACOM.
Another will need to go through the AGR management liaison for your command to HRC for the change in PARA/LIN authorization.
Your career manager also need to be in the loop so they can get PCS orders generated.

Thank you Top, I am on my initial AGR tour. I completed about 13 months now. My orders took me to a unit (Queens, NY), which had already been transferred to another location (Devens, MA). However, I reported to the unit which showed me the address, however I was "supposed" to go to the other location. Then they (BN) said I'm an excess. 13 months go by and the HRC now sends me "local alignment (440)", assuming I'm where my UIC (Devens) is. Now since I'm already settled here, and to PCS from (Queens, NY) to (Devens, MA) is going to be pay cut for me as well as my wife will have to quit her job. Is there a way I can let be here for the rest of my time, especially due to no fault of mine?

SFC (Join to see) - Well, you can live where you want, but you earn COLA and BAH based upon where your unit of assignment is.
Now we are talking about revoking the local alignment, or asking for a ETP that I can pretty much guarantee will be denied. Go for the revocation.

1SG (Join to see) - I don't mind getting the lower BAH for Devens, can the Commander allow me to continue working out of the current location, as I will lose my spouse's income if we move.

SFC (Join to see) - I suppose he could, if you are willing to commute. I got to think that drive would suck.
