My winter PTs were stolen and I need new ones. Do I use my clothing allowance for that?

CLA is not an account you draw against (though i wish it was)
It is an annual lump some direct deposited.
Its common to have several sets, see if you can borrow what you need till pay day..buy your buddy lunch for loaning you what you need.
On another note, most single newish SM live to the ends of means paycheck to paycheck...
But keeping $100 in a savings account, saved just a few $10 at a time for a few months getting to that small emergency savings will not hurt much And will really help when you come to that unplanned need for a few $$......that extra haircut you now need because of a special duty tasked or inspection... replacement of a set of running shoes that went running without you...new PT shorts that got ripped doing combative one week and need replacement.
Instead of a panic frenzy of borrowing what you need or $$ , you can dip in to that reserve cash

1. Concur with the SSG. 2. Why the hell are you asking strangers instead of your NCO's? Your Team leader, Sqd leader can probably square you away, if you will ask them.

He's a PV2 at fort Bragg. If he's just arrived and is in an infantry platoon in an airborne unit, I know exactly why he isn't asking his NCOS SGM haha.

You get your clothing allowance annually through Direct Deposit into your bank account. If you can't afford new ones presently, get with your NCO chain to see what can be done in regards to submitting a clothing request thru your Supply.

"submitting a clothing request thru your Supply."
That may be an option in the NG or reserves, but not really applicable for active duty.
They are available, and yes could be purchased and then added to the SMs hand receipt as company supplied equipment.. But it will not be a timely fix, in that the order would likely not come in before his next 2 paychecks, and no XO or CDR I can think of would approve such an expenditure of company supply funds. APFU are a clothing bag item...a personal responsibility, as such, it is up to the SM to procure them..... Borrow a set, or borrow the money to buy a new set are his likely available options.
Personally, if I could not find one of my NCOs that had a set he could borrow till payday, Id tell the young SM to wear some like appropriate civilian attire and then provide a little leadership cover for that platoon while they did PT, so as to not get hassled by a passing leader asking WTF... and distracting PT. Yes Im that weird senior leader that just does not get bent out of shape and loose my mind over "uniformity" for looks over mission accomplishment.
Is he safe?..YES
Is he sweating and getting good training?YES
Is there a plan in place to correct the issue at the earliest opportunity?..YES
Nothing to see here...lets go PT
