Why can a veteran and DoD employee shop online, but not on-post?

One reason I can think of immediately is installation access. Giving every veteran a DoD ID card or CAC would place an undue burden on the Services in my opinion. Civilian employees normally have a CAC, so granting them the right to use the Exchange might only require a regulation change, but might require a change to law.

Yes sir I understand your point I guess mine is 75% of the DOD workforce is veteran not issue to all just those allowed access to post just pondering not upset just wanting some input

SSgt Stephen Gray - I'm not sure 75% of the civilian workforce are veterans. Where I worked as a DAC it was more like 40%. Either way, they have a CAC that could be reprogrammed to allow Exchange privileges. Allowing the veterans who aren't DoD employees or retired military to use the Exchange presents an installation access problem of large proportions. In some areas, there may be thousands of vets requesting installation access solely for the purpose of shopping at the Exchange. It would take months, perhaps years, to enter them all into DEERS and issue them an ID card.

Because that presents a different security posture to the installation. I mean shop your life away on line all you want but it they cant tell your background after you ETS.

SSgt Stephen Gray - Your CAC wont get you into the the PX? If not don't worry about it. The PX is hardly worth it anymore.

Not really worried but just trying to make a point I guess I know my CAC won’t get me in just doesn’t make sense since I have base acess can buy online but not at store
