I separated, but now I want back in (but not Reserves). Can I reenlist as FTS instead of reserves?

I am prior service Navy of 4 years. I have been out 2 and half years, still IRR status. I was an E3 upon separation. I have already contacted a prior service recruiter and started the paperwork to reenlist. Can I reenlist as FTS instead of reserves? E3 honorable discharge was an LS. If any of that information helps.

SN (Join to see) - oh ok so not PTS related because that's what happened to me and the Navy doesn't let those folks back active duty.
