Why is it so difficult to get a job as WTU Cadre?

Before I DA Selected for Recruiting, I was calling different locations to duty stations to become cadre. However, I could not find an active duty cadre slot open anywhere. Why is it so difficult to get a job as Warrior Transition Unit Cadre?
