Is there an age limit for joining the Health Professionals Scholarship Program (HPSP)? Do they have a tattoo policy?

A friend of mine wrote to me and is looking for answers on the Health Professionals Scholarship Program. She has never served. Her husband is a USMC veteran. She is applying for the HPSP and here are the questions:
(1) is there an age ceiling here, meaning if you are over that age you are ineligible or need a waiver?
(2) she has some tattoos- how does she know if these will create an issue?

She would have to graduate from med school before age 42.
Tattoos are not an issue unless they are on the neck, or visible like a sleeve, or racists/sexist/gang related/etc.

Aaron where is she located? She may contact the (NRD) Navy Recruiting District in her area and ask for a Navy Medical Officer Recruiter's point of contact to ask for additional information. The NMOR will most likely blueprint for eligibility.

If she can meet the age and tattoo policy to become an Active Duty Officer after Medical School, nothing but being accepted would stand in the way.
