Troops sent to west Africa to help in fighting ebola

can any one tell me why were sending grunts to help out with a fight against a pandemic. They are being sent into close contact with this disease with no protection. No hazmat, No specialty training. Now i understand this is probably to develop a training program for soldiers back home, in order to be more effective at rounding up civillian populations and placing them in the F.E.M.A. camps, if and when there is an out break here. But its no reason to send these boys there unprepared. That place needs doctors not troops, and if Obama would close down the flights of all non essential people to and from those countrys, as most other countrys have done, we wouldnt have a problem at home.
So am i crazy guys is it just me or is this a new level of incompetence
