The award is for an action or a history of service. Not rank. I put one of my junior sailors in for a Navy Commendation medal. I was looked at like I had 3 heads. Then I reminded people that we (the newest brightest DDG in the Fleet) would have looked like an idiot if we couldn't participate in the gun ex because our gun mount was down (said junior sailor single-handedly repaired it). And he wasn't a Combat Systems guy, he was an MR (Machinery Repairman). He got his well deserved medal.

No one in the chain of command will admit that awards are given based off of rank, because they know that it's wrong. For an end of tour award, most believe SFC and above will get bronze stars, SSG and below will get ARCOM. Whatever the case may be, I believe if I write up a Soldier, SPC for example, for a Bronze Star it should say on the DA Form 638 recommended for Bronze Star, and then on the back it should read downgraded to ARCOM. Typically speaking, "they" request the award redone to say recommended for ARCOM. That is what annoys me the most.

SP5 Peter Keane I've wrote up so many awards for Soldiers and they get downgraded saying "You want to give them award for doing their job". I only wish I was a platoon sergeant of 40 Soldiers where all could do their job, all pass Height and Weight, all passed APFT, all kept up to date on 350-1 training, medical readiness, etc..

Unfortunately awards in some commands are looked at by rank and not performance, I was cross leveled into a unit that went to Afghanistan, and the LTC wrote the awards for all officers and the one SFC that was our senior nco, they all got bronze stars and never left the comforts of Bahgram or Kandahar the rest of us got ARCOM's and considering the mission that is what we all should have got, but the one's who got ARCOM's were the only ones to actually leave and travel out to other smaller bases.

The people who were not there always down grade the awards. I had a Bronze star down graded to a Ar Com. For DESERT STORM. I still feel I deserved the Bronze Star and E-6 E-7, who never crossed th4 LD got bronze stars.. Yea I am still bitter over the unwritten awards by rank crap. I have been retired 22 years.
