Is "Part Time Active Duty" a new Term that should be used for Selective Reserve Status?

I’m guessing you are looking for VA Benefits? As a Reservist they won’t alllow VA benefits unless your Unit has activated on orders of Active Federal Service for a period of 90 days minimum.

Yes straight reservist after even 20 years of service honorably will go the VA, and find they are not considered veterans for veteran benefits healthcare etc

No such thing as a part-time active-duty either selected for one weekend a month or IRR or active reserve no such thing as a part-time active

Well when the Reserve and Guard instead of being in Reserve are used so often they are part of the front line the part time come when they aren't on deployments where the regular active duty duty between deployments still isn't part time. For many it wasn't just the one weekend a month but instead filling holes for deployment due to large manpower cuts on the active unit side for jobs that still had to be done but with less people. The manpower still had to come from somewhere This is also how both the active duty plus Reserve and Guard units had people who otherwise may have stayed in got out. This reached the point of being out of control.

WW2, Korea, Vietnam Vets understand the draft, which would fill a uniform with no choice for approximately 1 tour or 2 years total with training considered, and by 20 years old, if survived, move on with life, no more obligation. The draft was abolished 1973 due Vietnam. Most Vets do not know the National Defense Policy in "Cold War Era", Enemy Communism USSR "Rocky Vrs Drago", created the DOD "Total Force" policy, yr 1980 in USC Title 10, Reserve NPS Non Prior Service (as opposed 4 yr Active Duty Vets filling Reserve Billets) enlistments 8 yr mandatory obligations. Advantage, No more stress on citizens of draft at time of need. Reserve, NPS, gauranteed pool, of bootcamp, patriotic, Military Members as young as 18 on constant 24/7 Standby 8 yrs. Recruiting Incentives is serving your country, part time college GI Bill with obviouis career opportunity to commission officer by 22. Total Force Policy, era Mid 1990's, Gulf War Era, force downsizing 30%, required of Reserve Status for ROI, for there reserve compensation package pay, to have billets in Active Duty units, performing Operational Occupational Support, always on call 24/7 in CRI Critical Reseponse Immediate Readiness.
DOD "Population Representation Reports" for example 1993 show Reserve NPS Enlistment Accensions Rounded Army NG 25k Army Reg 21K Navy 5K Marines 3K Air Force 1K. Breaking down those by age and a few are 18 year olds who though they were going to be officers by 22 now post bootcamp, in a constant day in day out 24/7 battle to reach requirement qualifications of the active duty command UIC, they operate with monthly, assigned in a reserve status, readiness full time all the time. But in Reserve in this era, all the study only earns possible reserve retirement points that most likely never be used, because of hi year tenure somewhere before 20 years of maturation.
Study 746 if found, as I can not find it any longer online, as it once was posted, talks directly, that reserve, now side by side full time, in same unit, did not have Tri-Care Reserve health care option then. These military members resesrve were operating without full time health care, off duty, when orders ended, ever month. But now they do I believe have option for Tri-Care Reserve
