Do transfer credits that don't apply to a degree count for promotion points, such as in this pic?

Unless things have changed since I was enlisted, yes they do. However you may need to get with your S-1 to ensure your transcripts get ipermed first.

I just do a transfer credit evaluation through amu, and there are 29 hours in that category. That's a lot of points that I'm really curious about. I guess I'll have to wait until Monday to find out, but I can't find anything definitive online to answer my question. Atleast I got 16 new credits towards my degree from my jst. So I at least gained something, but 45 is much better than 16.

Oh I misunderstood what you said. I thought you just meant any college credit when you don't have a degree yet.
To answer that I would say I am pretty sure the answer is no. However, if you are applying it towards a degree than yes (after the degree is earned). Look at it this way, you are basically asking for promotion points for transfer credits regarding military training which already give you promotion points... Common sense would say that would not give you any additional points.
The other college credit would apply, but you might need to get that transcript from them directly.

Just an update. I got 16 SHs added toward my degree from my JST. Mostly covering electives.

Have you thought about transferring your military training to civilian education? North Central Institute offers Credit Inventory Evaluation. I've had a couple of my soldiers pick up after they received their packet back from NCI. It costs between $265-$365 depending if you want to rush your credit evaluation. In my opinion it's worth every bit as you make up the money you spend once you get picked up. Hope this helps. Let me know if you want additional info.
