FBI asks for help. Is this ISIS fighter former US Military?

This guy's mannerisms, gestures, and the way he rapidly speaks with military terminology makes me think that hey is former US military. The FBI has turned to crowdsourcing hoping someone will recognize him.

Well it looks as if he has received some firearms training as to how he's holding the 9mm with trigger finger on side of slide with finger exposed. From the size of the gun they should be able to build a height/weight of this a-hole. If there's so much honor in what he's doing why is this coward covering up his face? Because he knows what he is doing is wrong.

His accent is really hard to pin down. i have studied accents my whole life and I can usually identify the region a person is from. The most telling words he uses are 'out' which sound like they are said with a Canadian accent emphasizing the 'u' in the 'ou', but this is also common in the parts of the mid-West too. The lack of a pronounced accent also suggests that he has a military background - maybe a military brat.
